Judge Manning is a former prosecutor for the City of North Ridgeville and Put-In-Bay. He was also a practicing attorney and owner of a law firm for nearly 20 years. Manning received a B.A. in Political Science from Denison University, and earned a Juris Doctor from Capital University Law School.

Previously elected to the Ohio Legislature for 12 years, Manning served as Criminal Justice Chair in the Ohio House, and Judiciary Chair in the Ohio Senate. A former state legislator, he understands that judges should not legislate from the bench. It’s only their job to interpret the law as written.

A lifelong resident of Lorain County, Manning is in involved in organizations such as the Lorain County Bar Association and the North Ridgeville Chamber of Commerce.
